Is this a typo? Enfeeble is listed as a P Permanent spell. Is it permanent until target makes the 3/STR roll?
When prone, what game effects? Loss of mobility reduces movement to a crawl(1/2 MV), requires most of a turn to stand up (1 square of move afterwards), probably makes the target easier to hit (either loss of reactions or all reactions at 4/DEX).

I think it was intended to be in effect until successfully resisted by the enfeebled (3/IQ) or dispelled by a wizard.
My execution... Every round, a guy or gal that has been 'enfeebled' must pass 3/ST or fall down. If they pass 3/ST, they don't fall down and do whatever they want to do...move, attack, whatever. If they fail, they fall down. They can only move 1 space or 5' while they are down. Or they can stand up. An attacker gets +2 to attack and damage against the knocked down opponent.
Officially... crawl movement (p.42) is 1/2 MV stand up (p.43) stand up and move up to 1/2 MV effect of being prone (p.44) 'attacking from a higher position'
